Dust Control Application Policy
In order to control budget increases and to protect the environment for future years, the LaGrand Town Board has directed the Road Maintenance Department to limit dust control use. Despite the Township’s best dust control efforts, gravel roads will have dust. The Road Maintenance Department may also determine other areas on Township gravel roads that have heavy traffic areas from business or areas heavily traveled by trucks to have additional chloride, erosion problem areas which may require the Township to apply dust control to help save the gravel from washing out.
It is the intent of this policy to define criteria and guidelines for LaGrand Township to administer and apply dust control on township roads.
LaGrand Township applies Dust Control only one-time a year. The criteria for which LaGrand Township will fund 100% of the cost for dust control to township roads will be as follows:
- Must be a year-round primary resident at your property.
- Primary living quarters must be within 300 feet from centerline of the Township Road and dust control is applied for 300 feet in front of property.
- High Maintenance areas (intersections, erosion problem areas) as defined by the Road Maintenance Department.
If a resident of LaGrand Township does not meet the criteria for 100% funding of dust control set forth above and wants to pay for dust control adjacent to their property, the resident may submit a written request, on the form provided by the Township, for chloride to be applied on the road adjacent to their property. The written request must include how many feet of dust control is being requested. If approved by the LaGrand Town Board, the resident would be informed of their costs and have to pay the LaGrand Township Clerk by May 15th of each year in order to have dust control applied. The costs will be based on the current price per gallon through the Township’s agreement with Douglas County.
In addition to the cost sharing referenced above, LaGrand Township will seek cost sharing if the following criteria are met:
- Any retail business that generates heavy traffic will receive chloride and cost share with the Township due to traffic for business. The costs will be based on the current price per gallon through the Township’s agreement with Douglas County. The Township will pay 50% of the costs and the business will be responsible for 50% of the costs.
- Any active gravel pit generating heavy traffic by trucks will receive chloride. Gravel pit owners will cost share with the Township each year due to heavy truck traffic. The costs will be based on the current price per gallon through the Township’s agreement with Douglas County. The Township will pay 50% of the costs and the business will be responsible for 50% of the costs.
- In the event more than one retail business and gravel pit generate heavy traffic on a Township road, the costs will be shared equally between the businesses or gravel pits and the Township.
Please note, the effectiveness of the dust control treatment may vary with weather conditions and traffic. LaGrand Township has no control over the date the dust control will be applied as this is contracted through Douglas County.
